Piccolo then fired a Makankosappo at him, which finally used up the last of his strength. These are 2 excerpts from the DaizenShuu, which comment on Sauza's Power. One says that he had enough power to survive an attack from Base Goku (I know, survival feats mean nothing, but the DaizenShuu, felt the need to point that out, so it should at least indicate something) & the other says that Piccolo used up the last bit of his strength to kill Sauza, so from this we know at least that, he is not a complete weakling. Salza wasn't the only one that managed to endure (deflect) Goku's attacks (ki blast). Piccolo was already beaten up by Cooler and no wonder why he used up the last of his strenght to lauch Makankosappo.

Piccolo easily dominated the fight. I'd say a gap between Vegeta and Dodoria could be like this , Piccolo got he job with eas. Garlic Jr > Salza , just came in my mind tho.
